WhatsApp Document Intake Guide for Customs Brokers

‘Our goods have reached the port; can we start the process?’ is an important intake signal, but it cannot support a definitive route without transaction type, parties, shipment and documents. A WhatsApp assistant should not interpret customs rules for a broker; it should prepare a sourced document-intake record for authorised review.
Open with the Transaction Context
Record import, export, transit or another transaction as the customer's own statement. Product group, origin, destination and target date add context but do not establish classification, permit or compliance decisions.
| Intake field | Example answer | Purpose |
|---|---|---|
| Transaction | Customer statement: import | File routing |
| Transport | Sea freight | Operations planning |
| Arrival | Ambarlı | Team assignment |
| Documents | Invoice and packing list received | Gap review |
| Target | Review before estimated arrival | Priority |
Structure Minimum File Information
Keep company, contact, stated transaction, general product description, transport mode, origin and destination, estimated dates and available documents in separate fields. Never create an official document from chat details; show only the received source and missing information.
- Company and authorised contact
- Customer-stated transaction type
- General product and shipment scope
- Transport mode, origin and destination
- Estimated departure and arrival dates
- Available documents and open gaps
Separate Document Presence from Accuracy
Receiving an invoice, packing list or transport document does not prove that its content is accurate, current or sufficient. Track received, readable, awaiting review, verified and revision-requested as separate states.

Do Not Infer Classification or Legal Results
A commercial product name may not be enough for classification or permit assessment. Never present a guess as a decision. Route technical description, composition, intended use and other specialist-requested details as open questions.
Preserve File and Revision History
Documents with the same name may contain different versions. Store sender, time, file summary and revision note. A new upload must not silently change the prior review, and specialists must see which source supported each comment.
Manage Timing as a Conditional Expectation
The customer's target date is operational priority, not a processing guarantee. Do not promise completion before document readiness, shipment status and authorised review are known. Record changes with source and timestamp.
Apply WhatsApp Messaging Rules
Meta's sending-messages guide distinguishes free-form messages inside the customer-service window from templates outside it. Verify current permission and template requirements for missing-document and status notifications. Our WhatsApp Business API guide provides technical context.
Process Commercial and Personal Data Proportionately
Documents may contain trade secrets, names and contact details. The authority's processing principles require specified purposes and relevant, limited, proportionate processing. Define role-based access, retention and secure deletion.
Give Specialists a Sourced Handoff
Include company, transaction statement, product description, transport, locations, dates, document list, versions and open questions. Keep customer statements, document content and specialist verification in separate states.
Measure More Than Reply Speed
Track files ready for review, missing documents, unreadable files, wrong revisions, repeated questions and incorrect team routing. Measure files progressing with clear sources rather than fast answers with uncertain foundations.
Test Critical Scenarios Before Launch
- Confirm product names cannot create a final classification.
- Verify an uploaded document is not automatically approved.
- Ensure a new revision never silently overwrites an old record.
- Check incomplete files cannot receive a guaranteed completion date.
- Confirm the bot stops interpreting regulations after human takeover.
